zaM’ means welfare, happiness, prosperity. zaM-kara is one who makes this welfare, happiness, prosperity.

zaM-bhu is that exists as welfare, happiness and prosperity.

Siva-ashtakam says Shiva is zaMkara, the creator of prosperity. Shiva is zaMbhu, the prosperity itself and called ‘iSa’.

Shiva is ‘Energy’ in matter domain. Shiva is the consciousness in biological domain. Siva-ashtakam though implicitly traces the evolution of Universe from a bundle of energy to the current Universe as we see today describing how energy establishes itself riding on the bull (nandi/vishnu/the property of mass).
